DESCRIPTION

The initiative Open Educational Resources (OER) was initiated by MIT only some years ago, now it is expanding at a global level. This initiative is aimed at making available the best products of the universities to all those who have not had access to higher education or who wish to continue their studies.
The OER movement, which has arrived in Europe recently, is trying to define the second generation of OER with a different approach in comparison with the Open Courseware Consortium (MIT).
The relations with the institutions and social partners for the lifelong learning and the focus on a constructivist approach for the peer learning are a solid basis for the conceptual development of OER in Europe. This approach is shared by UNESCO and OCW Consortium guidelines.
OER-HE Project is a development of EADTU MORIL project (Multilingual Open Resources for Independent Learning).
MORIL had a relevant impact on the growth of interest in the OER of ten Open and Distance Teaching Universities (ODTUs), including UNINETTUNO, OUUK, OUNL, Aberta (Universia), Anadolu. OER project is designed to enhance the best practices of the consortium members relating to the development of OER.
In the project the access to OER is structured in 3 levels:

  • access to the content of open courses,
  • access to the courses through free registration for single services such as skills evaluation and participation in learning communities,
  • access to intensive tutoring, examinations and certification.

The cycle of innovation linked to OER development in the project involves institutional arrangements, development of pedagogical models, cooperation among enterprises, and evaluation of the pilot experiences.
