Summary

The COMMON DESTINATION (DESTINAZIONE COMUNE) Project, funded by FAMI (Fund for Asylum, Migration and Integration) of the Ministry of Inner Affairs, aims at realizing integrated, multi-action and customized paths aimed socio-economic (housing, work) inclusion and socio-cultural (socialization, (in)formation, awareness raising) inclusion paths for people entitled to international protection - PIP on the territory of the Latium Region. In line with the background and target people’s needs analysis.


Description

COMMON DESTINATION aims at realizing integrated, distributed and multi-action paths that work on the socio-economic (housing, employment) and socio-cultural (socialization, animation, awareness-raising) to enhance the self-reliance of the people entitled to international protection existing on the Latium Region.
The activities envisaged can be grouped in 3 large areas of activities, as envisaged by the Call, namely: housing insertion, promotion of job placement and socio-cultural insertion.

1) Housing insertion:

  • Implementation of Local Teams in the areas of Latina, Frosinone, Viterbo and Rieti, consolidation of Rome’s team aimed at a common methodology suitable to promote the reception of PIP people in families and their inclusion into social co-housing arrangements. These Local Teams will be informed and trained to this end.
  • Campaign of information and awareness raising to reach, attract and recruit the receiving families and individuals willing to share social co-housing in the concerned areas.
  • Identification of the participants: families and individuals for co-housing purposes (attitudes analysis, suitability assessment and selection) and PIP (identification and selection in agreement with the partners and the local network)
  • Family reception and social co-housing paths: matching with family/other individual and PIP, implementation and continuous monitoring of co-housing by specialized operators  
  • Testing action for family reception of PIP with psychological and/or physical fragilities
  • Implementation of a Housing Help Desk to  guide and accompany the target people in their search for suitable housing solution (housing free market and co-housing solutions), supply advice on contracts, fighting against the prejudices of the owners in concluding contracts with PIP. Finally, they envisage “housing subsidies” supporting costs such as rent, usage and furniture. If the Housing Help Desk is a point of access of a PIP to the project, they will care about him and prepare and Individual Plan

2) Support to job placement:

  • Implementation of 5 Job Orientation Points (1 per Province): contacts with reception centers/other PIP sending bodies; (if not done by other Help Desk) taking charge and drafting of the individual plan; skills and career plans; orientation to project and/or territory services (according to PIP).
  • Company scouting in the territories of the 5 provinces of Latium: company mapping; creation of a network of companies at regional level; identification of the required profiles (in collaboration with the company representatives); cross-referencing with the competence balances of the PIP; company/PIP match; organization of cognitive interviews.
  • Allocation of subsidies to support training and/or work activities according to individual needs (restaurant ticket; travel expenses; etc.).

3) Support to job placement:

  • Paths of identification and transparency of formal, non-formal, informal competencies, managed by personnel enrolled in the regional public directory.
  • Training path (non-professionalizing) in Agricultural Operator based on 2 competence units of the Profile Directory
  • Educational path (non-professionalizing) in Electrician and multicultural Tourist Animator
  • Validation of the skills for the qualification of electrician and multicultural tourist animator.
  • Training path (non-professionalizing) in Financial Education to enhance basic transversal skills, and in Business Start-up to enhance transversal skills useful for self-employment.
  • Mentoring for business start-up: a path that can be started on demand to support self-employment (assistance, guidance) through individual meetings between experienced mentors and mentees (PIP).
  • Recognition of educational credits and qualifications obtained abroad by special commissions of university professors, through the methodology of background check and enrollment in online degree courses, including tutoring, for some of the recipients who have successfully passed the background check.
  • Job matching event: "Fiera del Lavoro", networking and matching action between companies and PIP of the local area in order to extend the social network of the recipients, the possibility to find employment or activate internships.

4) Socio-cultural inclusion:

  • Implementation of 5 Job Orientation Points (1 per Province): contacts with reception centers / other PIP sending agencies; networking with institutions and services of the territory; (if not done by other Point of Contact) taking charge and drafting of the Individual Plan; orientation towards services and activities of the project and / or the territory of reference in favor of socio-cultural inclusion.

5)Socio-cultural inclusion:

  • Info-training meetings on  civil rights-duties in parallel with a participatory research of events and artistic, cultural and social services through the use of interactive methodologies.
  • Specific training activities: literacy workshop and updating of computer skills usable in the world of work, theoretical and practical lessons.
  • Psychological listening service for particularly vulnerable project recipients in order to decode signals and symptomatic behaviors, orient/send to qualified structures for therapeutic care.
  • Specific training activities: technical and specialized language to prepare participants for the training courses in electrician and multicultural tourist entertainer
  • “Memories Box", empowerment workshop on identity and belonging to a Community. Through the sharing of stories, objects, photos, etc.. (from the individual to the group level) we will work on the development of social and relational skills.

  • Laboratory "Photography and video shooting for smartphones" - transforming autobiographical stories into a sensitization tool - in parallel to "Memories box".
  • Micro-projects involving recipients and Italian citizens (20 couples) in meetings of cultural exchange (BUDDYING) and coaching in training / employment (MENTORING).
  • "Skills share" events,  a laboratory glial method borrowed from Boston Skill share. The recipients will participate as teachers and/or learners to share knowledge and skills acquired and generate new knowledge and relationships.
  • 5 events of socialization and awareness (1 per provincial territory).

6) Animation at local level and communication:
An animation strategy will be identified and implemented that will effectively reach and involve target people, local boards, bodies managing reception centers, business operators and  all citizens through traditional channels (brochures, posters and press releases) as well as social media (FaceBook, YouTube, video spots on PIPs involved in one or more project actions).


Objectives

In line with analysis of the background and of the needs of the people entitled to international protection, the project has the following objectives:

  • facilitating the access of the PIP to the regional economic-employment environment;
  • supporting PIP in their search for an accommodation and promoting the consolidation of a culture of reception in families and of new forms of (co)living; 
  • sharing new modes of skill and knowledge acquisition capable of effectively promoting autonomy and social inclusion paths;
  • bringing forth and recognizing knowledge, skills and already earned qualifications, including the highest or most specialized ones, in order to valorize them and include the PIP into ad-hoc and even university paths;
  • enhance cooperation between the Metropolitan Area of Rome and the other provinces of Latium for delocalizing reception and exchanging know-how and good practices between center and periphery;
  • animating and awareness raising in the local area to enhance social cohesion and making it more sustainable and auto-generative; 
  • consolidating an integrated empowerment methodology and finding economic and human resources to support autonomy paths while meeting the actual needs of the PIP.


UNINETTUNO Role

UNINETTUNO, as only academic partner, is responsible for the following activities:

  • recognition of the training credits and study qualifications earned abroad carried out by special Commissions of University Professors through a background-check methodology;
  • enrolment/study grant for online degree courses and tutoring for 20 people entitled to international protection who successfully passed a background check.
